Salary
How to compare a job offer by looking at Europe salary vs cost of living, using purchasing power data and a simple budget method.
EU Job Hub Editorial Team · Updated 1 October 2026
Europe salary vs cost of living is the question behind every job move. A high salary can buy less than a modest one if rent and taxes are high. A low salary can go far in a cheaper place. This guide shows a simple way to compare.
It uses Eurostat’s data on minimum wages to show the idea. It does not quote rent or food prices, because these change fast and differ by city.
Nominal pay is the amount in euros on your contract. It ignores the price of goods and services. Eurostat shows the gap. On 1 January 2026, monthly minimum wages in the EU ranged from EUR 620 to EUR 2,704. When Eurostat expresses them in purchasing power standards, the range is much smaller. It runs from PPS 886 in Estonia to PPS 2,157 in Germany.
Purchasing power standards adjust for price differences between countries. They give a fairer picture of what pay can buy.
Begin with take-home pay. Ask the employer for gross pay and the contract terms. Then use the official tax calculator of the country, if one exists. Include social insurance. Use this net figure in the next steps.
Fixed costs are the bills you pay every month. They include:
Variable costs change from month to month. They include food, clothing, leisure and travel. Use local supermarket websites to check prices. Use the same basket for every city you compare.
Subtract your costs from your net pay. The amount left is your real margin. A smaller salary can give a bigger margin in a cheaper city. A larger salary can give a smaller margin in an expensive capital. Compare the margins, not the salaries.
Rent differs widely even inside one country. A capital city can cost far more than a regional town. Check listings before you accept an offer. Ask the employer if they help with housing. Also ask about the deposit and the notice period.
The first month often costs more. You may pay a rental deposit, travel costs and registration fees. Some employers give a relocation payment. Get the terms in writing. Some ask you to repay it if you leave early.
Imagine two offers with the same gross pay. One is in a capital city. The other is in a smaller town. In the capital, rent and transport take a large share of net pay. In the town, rent is lower but you may need a car. The second offer can leave more money each month, even if the job title is the same. The method works only if you use real prices for each place.
Use official and local sources. National statistics offices publish price and household spending data. City websites and housing portals show current rents. Supermarket websites show food prices. Avoid relying on one number from a single site. Check two or three sources and use the middle value.
A good offer should also make sense after a year. Check whether pay rises are set out in the contract or in a collective agreement. Check the notice period and what happens if you lose the job. Think about saving, family costs and moving costs if you return home. The best offer is not always the highest pay. It is the one that leaves you with a safe margin.
Clear answers make your budget more reliable and show that the employer is open about costs.
Use official platforms and national authorities to verify current rules before applying or travelling.
